User deactivated emails but still receives forum post emails

My understanding of the notification email system is that the settings on the user's profile page control what emails the user receives from CS across the board and that these seting override any particular thread or section subscriptions.

Based on that understanding I assumed that a user who turned off all three email setting would stop receiving emails from CS even if he left his section subscriptions intact.  Howeverm I have a user who has subscribed to several sections and subsequently turned off emails.  He is still receiving emails on posts in those sections.

The user in question has EnableThreadTracking, EnablePrivateMessages, EnableOnlineStatus, EnableEmail, EnableHtmlEmail, AllowSiteToContact, and AllowSitePartnersToContact all set to false in the database, but still has a total of 6 section subsctitions active and receives email for all of them.

Am I misinterpreting the functionality here, or is something acting in an unexpected manner?
