Readme.txt questions prior to installation... (ignore: answered my own question)

The second step of the READ_ME.txt seems to imply that this release does not assume a default installation into a cs virtual directory ("Copy the files in the Web folder to the root of your web site").   Is this correct?  Will this be true for upgrades?

 EDIT: I am upgrading from a pretty old version  and didn't realize the URLs table wasn't still necessary.
