Making InlineTagEditorPanel display tags for all users

In blogs and forums, post owners can see and edit their tags when logged in using the InlineTagEditorPanel control. But if you're not the post owner, you don't see tags at all. (Except in the blog aggregate list; see below.)

Is there a way to get the InlineTagEditorPanel control to display tags to all users, and the tag edit button only to post owners? I looked at the control's properties and none seems to enable this.

If it's not possible, what's the best way to display a post's tags in blog entry lists and entry views? I know that the blog aggregate control displays tags, but it does so using a placeholder that's populated on page loading.

This was a bug in CS 2.1 beta 1. It has been fixed and will be ready for beta 2.

I'm currently running CS2.1 Beta 2 and it seems that the post tags still do not display for non-admin users. Has this issue been fixed in the recent RC release?
