This is definitely a bug. I have just done a vanilla install of CS 2.1 on a Win 2003 box from the MSI, with default themes setup, and it does NOT create the storage folder. When you go to attach a file to a post, the whole thread becomes inaccessable, with the error of access denied as described above...
