I am also having the exact same problem Mass email works fine. Looked in cs_EmailQueue and only two emails where in there verified that 30+ emails (via subscriptions) should have gone out (joined a couple tables to figure out who was 1,2,3) cs_EventLog reports 2 emails sent.
