I am not sure if this is a bug, but I think it is; however it could be that I didn't do something correctly during the upgrade. However with that said, here is what I found:
At the bottom (under the Posted) of each blog post there is a control that allows you to rate the post. However the images are broken, they are pointing to utility\images\star-left-on.png - however the images located in this directory are .GIF's not PNG's
I searched within the CommuntityServer.Controls.dll file and found star-left-on.png but not star-left-on.gif - I am using CommunityServer.Controls.dll, dated September 12, 2008 14:38:28 which came from the CS2008.5_4.1.30912.2823.upgrade archive.
I converted the .GIF's to PNG's and it fixes the problem. However I thought you might want to know that this error exists in the DLL file.

Mere seconds after posting myself about this (http://dev.communityserver.com/forums/t/503201.aspx) I found your question :-) I would also be interested to know if this is a known issue. I'd be surprised if it was as simple as you suggest, Jim, because if a change was made from GIF to PNG I can't see how test could have missed such a visually obvious bug (when I look at the "rating block" it just leaps out of the page).
I'd be interested to know if this is due to some other reason (I too have gone through an upgrade). I'd rather avoid renaming files since I wonder what will happen on the next upgrade.

Thanks for the report. This issue has been logged as #1767 and we are trying to get the fix in for SP1.
For those of you who don't want to wait you can copy the pngs from /Themes/Hawaii/images/common to /Utility/Images
This worked for me.
Works on my machine.

Guys, I don't see the option to rate blogs in my 2008.5 install.
I have configured the option in the blog config section but nothing shows up.
I have also copied the images across per the instructions above.
Did I miss a config option somewhere?

I just finished my conversion from an older version where I already had them enabled, so they are working on mine. However I have noticed some odd caching behavior, perhaps the blog settings are being aggressively cached so it is taking some time for the changes to be in effect?
