Inconsistent behavior of forum hierarchies

We are trying to create a multilevel forum hierarchy.  Since Forum Groups can't be nested we need to have Forum Groups at the top levels, and then Forums and Subforums at the next levels.  But the behavior is consistent between Forum Groups and Forums that parent Subforums.  This is particularly noteworth when makeing a New Post:

If on "all forums" page when you click it, the popup lets you choose any forum.
If on a Forum Group page, popup lets you choose any forum under that category.
But, weirdly...and non-intuitively...
If on a Forum page where that Forum has SubForums, when making a new post there is no popup, you can't choose from the various subforums under that name, it posts there only.

We would like each of our levels to work like Forum Groups, where the level shows you all the posts below that level in the hierarchy, and when you post you get to choose from any of the subforums below that level.  Is this possible?
