 I want to programatically allow duplicate private messages.How can i dot it??

You can't just allow duplicate private messages, so you have two choices.

If you want to send out the same message to multiple users, programatically add the user's username at some point in the message so that each pm is actually different - this is the approach I took in my RegistrationPM CS Module (http://askcrome.co.uk/alexcrome-cs/1-3/)

If you want to allow duplicate posts everywhere, then goto Control Panel > Administration > Forums > Global Forum Settings.  Go to the Duplicate & Flooding tab and allow Duplicate Posts.
