Currently, it must be done one-by-one through the UI.
It may be possible to add users in bulk by adding records to the cs_SectionMembers table in the database.
This would be a really useful function. Are you considering developing this feature? If not, could you say more about:

It's not really a feature -- it would be writing a SQL statement to import users.
As for a feature-driven way to implement an mass import, I'd suggest writing code around the REST API exposed by Community Server. Adding members may not be supported currently (to be honest, I'm not sure if it is or not... that's not my area of expertise), but that would be the recommended approach for importing data or creating importing tools.
