How to create knowledge base articles?

Hi,

I'm new to community server and I've been trying to create a knowledge base system like the one offered in this site (http://docs.communityserver.org/kb/) but I can't figure out how or if its possible to do it.

From what I've been browsing, I'd like to be able to create articles under different categories and allow the community to be able to rate, email, and save articles as favorites, just like the knowledge base here.

Is this an external plugin or something that has to be enabled in the administration console or was this custom made for this site?

The closest thing I could find was the Manage/Create Articles under the System Tools but that does not have categories or any of the other features that I'm looking for.

Our KB section is actually built on our other product, Graffiti CMS: http://graffiticms.com/

Some parts still use an older custom system we had built for our own use before Graffiti, though it is being progressively migrated into Graffiti.

Are there any plans to include KB functionality in Community Server?  Any plugins or add-ons actively being developed?
