Set "Post Categorization Settings" to Albums instead of Tags(default)

Problem: new users get a auto-created gallery and the default "Post Categorization Settings" is "Tags".  I need to manually change it to "Albums".

"Albums" seems to be a better way of organizing photos for my purpose, but I can't find a place to set this to be the default value.  Neither in the communityserver.config, nor in CONTROL PANEL>ADMINISTRATIONS>PHOTOS>DEFAULT PHOTO SETTINGS

Where can I change the default value for this option?  [excuse me if there IS a place where I can do this. I really spent some time on searching for this ... ]
