When I switch the top level tabs in Control Panel, the current displayed page does not change. I think it should at least auto-focus the first sub-tab of the current top level tab and load it's corresponding page.
The tab mechanism in the control panel of CS2008 allows you to browse through all of the options within a controllable area. Auto-selecting a sub-tab would require unneccessary page reloading when navigating the control panel.
I'd have to agree with Julio on this... as I thought the CS seemed a bit broken when browsing through tabs. At the same time Ben, I see what you mean about unnecessary page loads.
Maybe do something with some CSS tricks could be done to at least make the actual panel fade out somewhat while browsing the tabs so you know the panel you see is not active. Once the sub tab is selected, the proper panel loads and appears in focus?

At the time that the user changes the top-level, organizational tab, the page selection has not changed -- the current page is still identified by the selected tab.
The two-level tab system is for organizational purposes much like the navbar used in CS2007. Adding intermediate pages (for the top-level tabs) or directly navigating to the first page within an organizational tab would add unneccessary reloads and make browsing the menu structure much slower.
The top navigation bar perhaps could be changed to drop-down-menus, but, personally, I don't like drop-down menus for primary navigation on web sites.
Any other ideas on how the navigation in the CP could be improved?
