Can tags be excluded

When you are content mirroring it brings in all of their tags.  Is their a way to exclude tags for specific mirrors that "abuse" the use of these? 

I really don't see an out of box method for this unless I'm missing something.  The only option I've possible seen is to write a trigger somewhere on new posts that deletes tags for these posts.

No, there is nothing built into CS that would do that.  I think of two options though:

  1. The easiest solution is if the blog that you are mirroring supports RSS feeds for each tag, or group of tags.  Community Server supports this for example.  So if you could get the RSS feed for just "x, y, and z" tags, then you could mirror that which would limit what posts/tags are imported.
  2. If not, you could create a CS Module that runs on the pre post event (just before a post is saved to the database). The module could check to see if the post about to be saved is an external post, and if so remove the unwanted tags from the post object.
