To TAG or not to TAG ??

Well, I have been waiting for Tags at 2.1...

After first (and second) look it seems like tags can be created ONLY by post owner, meaning, among other things: TAG=BLOG CATEGORY that can be created only by the owner.

I thought the greatest thing at tags is that ANYONE can create them, and the whole community enjoys that great shared knowledge. My questions is: Is there a way to let any user tag posts ? If yes - how ? If not, why to call it a tag ??? 

Meantine wondering, To TAG or not to TAG ??

We have taken the approach, "A blogger owns his/her content". So enabling the public to re-tag someones posts does not fit (same for photo galleries).

We do allow the community to tag their own form posts.
