Can't modify FilterLanguages of Anonymous user.

I could get into what I'm doing (i did in a previous thread) but my basic problem is that:

CSContext.Current.User.ClearFilterLanguagesToExclude();

has no effect when dealing with the Anonymous user.  As I debug my code line by line, I cannot affect the values in the collection.

Is there a lock of some sort on the user?  It's a pretty big hurdle I'm facing right now, as I can't seem to changed the filtered content for the anonymous user.
