Spam Blocker Configuration

Hello All -

  I know a lot has been mentioned about spam blocker and its settings, but I haven't found anything pertaining to my particular problem.  Note that I'm just an admin on a few sites (not the dev) and so anything that I learn through here I'll have to pass along to someone else. 

I'd like to apply the spam blocker Link Count rule to all post comments (including My Photos) but not to the forum boards.  We've discovered that the Link Count rule is preventing users from posting pictures, which we don't want to have to moderate.  First glance at the rules configuration looks like that it applies to the entire site, and not to different areas.

Any help?
