i have cs 2.1 but i need your help !

my user's send to post with turkish character ,this post show example ;

Cevap : 2003'mü 2008'mi ?

or my user's name if content turkish character  show ;

MURAT ÇINAR  = original name = MURAT ÇINAR

help me  ;

 Looking at your website, you appear to be running CS2.1 SP2.  The last version of CS2.1 was SP3, released just over a year ago, which you can download from http://get.communityserver.com/download/moredownloads.aspx.

Looking at your site, you're running SP2.  Try upgrading your site to CS2.1 SP3 which you can download from http://get.communityserver.com/download/moredownloads.aspx.

 There's another Turkish poster who is a frequent visitor here -  Sener KOC. Maybe he will have some suggestions as well.

my community version is

2.1.61120.2 and i install sp3 and version number is 2.1.20423.1 ???

why version number downgrade
