Displaying thousands of Forums

I need to create thousands of forums corresponding to different cities and organizations for our site. Unfortunately, it appears there is no paging at the level of forums. There's pagaing at the thread level but not for the forums. As a result, the default home page shows thousands of forums at once making it pretty much hopelessly slow and useless for real world.

What can I do? I will be very happy if some sort of paging solution for forums were available? Or any other suggestions?

Do you really need that many forums?  Or could you use tags on posts to categorize the city and organization?

 I am kind of at the same point now... where i want a "forum" to be beneath some content, but same forum should be absent from the main forums page...  This was easy with blogs each blog was in its own folder... i need teh same to work for forums.

Advice is welcomed - yes we are still in CS 2.1
