Yes, click "Insert Media" on the post editor toolbar (looks like a movie filmstrip) and click "Browse...".  This opens the "Content Selector" which provides access to other content (images, video, files) accessible to the user.

This list includes the user's files (which are stored in the user's profile) and media galleries that the user has upload access to.  Files can be uploaded through this window and inserted into the post.

This is supported for all content that is edited using the rich editor.

I'd suggest using the "My Files" feature, then.  That is exactly what it was designed for.

using teh user files is there a way if once a user posts a imaeg for example that should not be on the site a moderator can delete the file from the site?

Not currently, but I think that is a bug -- I've logged it as #733.  Updates to this issue will be posted to this thread.

This issue has been resolved and will be included in the first service pack for CS2008.

Media gallery files can be moderated -- user files cannot.

If you moderate the files used in posts, users will have to wait for the files to be approved before writing their posts.
