SAVE AS

 We appear to be having sporadic issues with having people download files.  Most commonly ZIP and WMV files.  Rather than prompt the user to save it tries to open in browser and then get a screen full of junk. This seems to work fine in FireFox but not in IE.  and this is not consistent. I can go to one folder and it works, and then go to another with the same file type in it and it prompts to save.

anyone encountered this?  What did you do to fix?
