Hi! I am very interesting in this question:
There are Express Edition, Personal / Developer Edition and commercial editions of CS... Is it "legal" to change source code of any of this edition and USE it on my own site(s) (for personal use or commercial usage depends of CS version)?
For example, i take free CS Express, modify source code and add my own file storage system (that sure thing will use parts of CS code, not necessarily CS storage provider etc) without any restriction that this version have (File Sharing currently set to 100 maximum). I mean that as result my site will have "other page" where users can upload / download unlimited number of files... i can think up much more things, how to extend any of CS editions, sure thing not violating they restrictions (i mean if Express edition must include CS logo on all pages, sure thing i will do this..). Or i am wrong and i can't edit source code if i use "free" edition? Or i can't do same for ANY version of CS!? Sure thing, i not ask about ability to sell result site code.. its just for own use!

Licensing is per server however so if you need the features, add-ons, etc. that come with the Enterprise license and you have multiple servers then you'll need a license for each server. Whether you add or remove code from your installation has no effect on the cost/licensing.".
From this answer of "Telligent employee" we can think that we can change code without any effect on the cost or licensing

It is completely within the license agreement (legal) to change the source code for any edition of Community Server. The one exception is that you may not remove the EULA image (CS Logo) for the free Express Edition. If you decide to create your own pages/application to integrate with Community Server, you are completely able to do so without any problems.
All that said, you may *not* distribute your changes to the source code in binary form. So, if you found a bug and had a fix, you could post how to fix the issue, but you *cannot* post a modified/recompiled Community Server dll.

Does this also apply to the 2008 release?
Yes, the same license restrictions apply to CS 2008. That is how we've licensed the source code since v1.0, and will continue to have. If you need more info, just read the EULA document that comes with the download.
