What about a short cut for "Skip current resource, go next"?
Or when "Alt+S", and the local resource if empty, while original is not, don't save this resource?
Or when filtering, cosider empty resources as missed?

Seems it does not work quite right on the new email.xml file format. Features like filter/mark works strangely, in a manner which I can't figure out. And after upgrade from version 2.x to 3.x, the resource "NewMessagePostedToForum" got wrong (made cs throw an exception at runtime).
I release the CSLU 1.7.0 today.
